JOB SUMMARY:

This position is one that mandates great responsibility and reliability by the applicant due to the nature of the duties performed. They provide communications of a public safety nature for the university police as well as surrounding law enforcement agencies and other emergency response agencies utilizing a multitude of modalities. These include, but are not limited to multi-frequency radios, telephones, personal contact, and the National/Georgia Crime Information Center databases. Duties include answering 911 and administration phone lines, determining the nature and location of the call or emergency; determining priorities, and dispatching police, fire, EMS, or administrative personnel as necessary in accordance with established protocols and procedures. Additionally, all actions must be recorded in the computer aided dispatch (CAD) system. Dispatchers are required to multi-task quickly and efficiently. Incumbents are required to work independently, react rapidly, and demonstrate good judgment and discretion in stressful situations.

 MAJOR DUTIES: 

  • Receive and provide response to emergency and informational telephone calls including 911 emergency lines, radiophone, and police department administration phone lines.
  • Initiate and receive public safety radio traffic using a multi-band law enforcement network to dispatch police officers; monitor frequencies of the city, county and state law enforcement agencies; maintain logs according to Federal Communications Commission regulations.
  • Operate computer aided dispatch system including maintaining officers' radio log, preparing case reports, and inquiring about stolen property or criminal activity.
  • Operate GCIC and NCIC terminal to enter or verify wanted persons and/or property.
  • Monitor alarm and video security systems.
  • Maintain computerized records of auto registration permits and citations issued.
  • Provide directory assistance and information to the public; assist with lost and found; provide weather information for emergency conditions.
  • Other duties as assigned. 

KNOWLEDGE REQUIRED BY THE POSITION: 

  • Knowledge of modern office practices and procedures.
  • Knowledge of college and department policies and procedures.
  • Knowledge of college parking regulations.
  • Knowledge of GCIC policies and procedures.
  • Knowledge of computers and job-related software programs.
  • Skill in prioritizing and organizing work.
  • Skill in the use of such office equipment as a computer, scanner, fax machine, and copier.
  • Skill in oral and written communication. 

SUPERVISORY CONTROLS:

The Director of Public Safety, Assistant Chief of Police or communications Coordinator assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results. 

GUIDELINES: 

Guidelines include GCIC policies and procedures, university parking regulations, CLERY reporting laws, the standard operating procedures manual, the emergency operations plan, and the employee handbook. These guidelines are generally clear and specific, but may require some interpretation in application. 

COMPLEXITY/SCOPE OF WORK: 

  • The work consists of related administrative and dispatch duties. Frequent interruptions contribute to the complexity of the position.
  • The purpose of this position is to perform dispatch and administrative duties in support of department operations. Successful performance helps ensure the efficiency and effectiveness of those operations.

  • Contacts are typically with co-workers, other college employees, students, and members of the general public.
  • Contacts are typically to give or exchange information, resolve problems, and provide services. 

PHYSICAL DEMANDS/ WORK ENVIRONMENT: 

  • The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
  • The work is typically performed in an office. 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:

None 

QUALIFICATIONS: 

  • Effectively communicate, both verbally and in writing.
  • Listen effectively and obtain accurate and detailed information.
  • View multiple video monitors simultaneously.
  • Operate communications equipment quickly and accurately.
  • Speak with a clear, well-modulated voice by phone and radio dispatching equipment while tactfully communicating with highly emotional callers.
  • Work cooperatively with citizens, co-workers, sworn personnel, and other college employees.
  • Remain calm and exercise judgment in making decisions in emergency situations under heavy workloads.
  • Determine priorities of emergencies.
  • Work irregular hours to aid in 24 hour coverage.
  • Maintain confidentiality and work under stressful conditions.
  • Use a computer for technical and communication applications.
  • Perform receptionist duties, word processing, and data entry.
  • Maintain accurate and complete records.
  • Preferred relevant dispatch experience; GCIC Certified (GBI) and Georgia Basic Communications Officer Certified (POST). 

COMPENSATION CLASSIFICATION: 

  • This position is non-exempt (bi-weekly paid).
